Job Summary:

The National Crime Victim Law Institute (NCVLI) is a 501©(3) nonprofit legal institute located at Lewis & Clark Law School in downtown Portland offices. NCVLI promotes crime victims’ rights in criminal, civil, military and administrative justice systems nationwide through litigation in the form of amicus curiae, occasional direct representation, and legal technical assistance; education through publications and trainings (both in-person and technology-assisted); and public policy development. NCVLI is funded primarily by federal grants and this is a grant funded position, the continuation of which is dependent upon renewal of funding. The Staff Attorney-Pro Bono Coordinator, who reports directly to the Executive Director, will be part of a team developing and implementing litigation and education initiatives to achieve the strategic advancement of victims’ rights nationwide. The Staff Attorney will aid the programmatic development of all of NCVLI’s projects to advance the mission of NCVLI with a key program for this staff attorney being developing and coordinating NCVLI’s volunteer/pro bono efforts. Additionally, critical to the legal work to be performed will be legal technical assistance to victim legal clinics and networks across the country (including in rural communities) as well as to attorneys and advocates nationwide who work with victims. The staff attorney will also educate attorneys and advocates through trainings (in-person and technology-facilitated) and writings. This position includes internal and external functions and duties.

Minimum Qualifications:

• J.D., plus admission to a bar.

• Experience working with or in diverse communities.

• Three years legal practice post-law school in rigorous practice setting, or two years legal practice post-law school in rigorous practice setting, plus one year of significant crime victims’ rights experience.

• Significant legal writing and editing experience that demonstrates the ability and desire to produce the highest quality product suitable for diverse audiences.

• Excellent public speaking skills and ability to teach legal concepts.

• Demonstrated ability to work as part of a team to advance organizational mission and voice and to perform variety of duties as needed in organization.

• Ability to travel to conduct site visits or trainings.

Preferred Qualifications:

• Experience coordinating and organizing volunteers.

• Experience managing projects, including grant management.

• Experience in team/group development and process and program evaluation.

• Experience working in the nonprofit sector.

• Experience in grant writing and/or reporting.

• Bi-Lingual.

Pay Rate: $55,000- $65,000
Essential Functions:

• Further develop, coordinate and manage NCVLI’s local and national volunteer and pro bono program

• Work closely with all staff to advance NCVLI’s mission and ensure all projects of NCVLI are programatically sound, well-managed, timely implemented and enhance the rights of diverse victim populations including those who have been historically under- or unserved.

• Aid in national litigation and public policy strategy and tactics for advancing victims’ rights, including providing legal technical assistance in the form of legal research, writing and case consultation, and drafting amicus curiae briefs for NCVLI in significant victims’ rights cases in state and federal courts.

• Aid in development and implementation of cohesive educational strategy on victims’ rights, including working to implement NCVLI’s annual conference and other training events; planning, coordinating and presenting in-person, telephonic, or media-facilitated trainings; and assisting with development of law student skills for any student working with NCVLI.

• Research and write educational pieces on victims’ rights for national dissemination to a diverse audience.

• Draft detailed summaries, in both story and report form, of legal work for submission to funders in required reports and to board of directors, and for inclusion in marketing and outreach materials.

• As part of project team, develop a manual of protocols and forms for the creation and maintenance of legal networks/services for crime victims.

Additional Job Functions include:

• Assisting in preparation for and production of NCVLI’s fundraising efforts and organizational events.

• Assisting in development of NCVLI’s websites, including both substantive materials and marketing and outreach materials.

• Others duties as assigned.

• Ability to honor and work with all identities and individuals, particularly those who are underrepresented in the country and/or at Lewis & Clark College.
